TOWN OF BLADENSBURG
COUNCIL MEETING
October 9, 2006

I. CALL TO ORDER: Mayor James called the meeting to order at 7:00 p.m. with Council Members Ficklin, George and Watson present. Council Member Mendoza was excused.

II. OPENING PRAYER: Mrs. Holloway gave the opening prayer.

III. PLEDGE OF ALLEGIANCE: The Pledge was recited.

IV. MARYLAND INSURANCE ADMINISTRATION: Joy Hatcher, DeputyDirector for the Consumer Office of MDIA gave a presentation on information the State provides for citizens to be informed insurance consumers.

V. APPROVAL OF MINUTES: Council Member Ficklin moved to approvethe October Council Meeting minutes as presented. Council Member Watson seconded the motion and it passed unanimously.

VI. MAYOR & COUNCIL REPORTS: Mayor and Council gave updates onlast months activities. Council Member Watson announced the Open Application season to apply for Recreation Council Funding. The Mayor talked about the Vision for the Town that will promote, educate and empower.

VII. STAFF REPORTS: Staff gave reports by Department for the last months activities. Complete reports are available in the Town Office.

VIII. UNFINISHED BUSINESS:

First Reading: Ordinance 5-2006: To Establish a Procurement Ordinance: Town Attorney LaPlaca gave the first reading and explanation of the Ordinance.

First Reading: Ordinance 6-2006: To Amend the FY07 Budget: Town Clerk McAuley gave the first reading of the Ordinance that amends the FY 07 Budget to cover contractual service expenses in the Town Administrators department for the Town Center consultant and actuarial services for the State retirement system.

IX. NEW BUSINESS

Traffic Calming: In response to citizens requests for possible installationof more traffic calming devices on Town streets, Council Member George moved to hold a Public Hearing for citizens input. Council Member Watson seconded the motion and it passed unanimously.
X. PUBLIC COMMENT:

Comments from the audience included hopes for a repaired scoreboard at Bladensburg High School and request for support for its Marching Band.

XI. ADJOURNMENT:

There being no further business, at 8:40 p.m., Council Member George moved to adjourn; Council Member Watson seconded the motion and it passed unanimously.
