TOWN OF BLADENSBURG
COUNCIL MEETING
May 9, 2005

I. CALL TO ORDER: Mayor McGrory called the meeting to order at 7:00 p.m. with Council Members Ficklin, Hoffman, James and Watson present.

II. OPENING PRAYER: Mrs. Holloway gave the opening prayer.

III. PLEDGE OF ALLEGIANCE: Mrs. Ward led the Pledge of Allegiance.

IV. APPROVAL OF MINUTES: Council Member Hoffman moved toapprove the April Council Meeting minutes as presented. Council Member Watson seconded the motion and it passed unanimously.

V. SEAT BELT PROCLAMATION: Mayor McGrory read aProclamation designating May as Fasten Seat Belts Month in Bladensburg.

VI. PUBLIC HEARING ON CONSTANT YIELD TAX RATE: Treasurer Rawlins conducted the Constant Yield Hearing and addressed questions from the audience. The Town Administrator gave an overview of the proposed FY06 Budget.

VII. MAYOR & COUNCIL REPORTS: Mayor gave updates on theirprevious months activities, including meetings and events attended.

VIII. STAFF REPORTS: Staff gave updates on the previous months activities in their Departments. Complete reports are available in the Town Office.

IX. UNFINISHED BUSINESS:

First Reading of Ordinance 3-2005 FY06 Budget: Council Member Ficklin performed the first reading of the proposed ordinance to adopt the budget.

Promotion Committee Name Change: Council Member James moved to change the name of the Promotion Committee to the Events Committee with a subcommittee called Patriotic Events. Council Member Hoffman seconded the motion and it passed unanimously.

Council Representative on Town Center Task Force: Council Member Hoffman moved to appoint Council Member Watson as the Council Representative to the Town Center Task Force. Council Member Ficklin seconded the motion and it passed unanimously.

CDBG Funding for the Town Center: Council Member Watson moved to give the Town Administrator authority to send a letter requesting that CDBG PY31 funds be redirected for the Town Center Project. Council Member Hoffman seconded the motion and it passed unanimously.

X. NEW BUSINESS:

Mayor McGrory moved to allocate $200 of his Council Project funds to the Bladensburg High School Baccalaureate Program. Council Member Hoffman seconded the motion. Council Member Hoffman moved to amend the motion to add $50 from her funds. Mayor McGrory seconded the motion and it passed unanimously.

Council Member Ficklin moved to approve $100 of his funds for the CFS Employment Program. Council Member Hoffman seconded the motion. Council Member Hoffman moved to amend the motion to allocate $50 of her funds. Seconded. Mayor McGrory moved to further amend the motion to add $50 of his funds. Seconded and passed unanimously.

XI. PUBLIC COMMENTS: The Chair entertained comments and input from the audience.

XII. ADJOURNMENT: There being no further business, Council Member James moved to adjourn at 9:30 pm. Council Member Hoffman seconded the motion and it passed unanimously.
