TOWN OF BLADENSBURG
COUNCIL MEETING
June 13, 2005

I. CALL TO ORDER: Mayor McGrory called the meeting to order at 7:00 p.m. with Council Members Ficklin, Hoffman, James and Watson present.

II. OPENING PRAYER: Deacon Drew Royals, St. Jeromes, gave the opening prayer.

III. PLEDGE OF ALLEGIANCE: Winners of the Essay Contest led the Pledge of
Allegiance.

IV. WHAT THE FLAG MEANS TO ME: Contest winners, Chaeryna Remigio, Arnicia Hawlins, Sasha Carpenter, and Boris Hyosseu, read their essays and were presented with congratulatory certificates and U.S. Savings Bonds.

V. SPECIAL PRESENTATIONS: Mayor McGrory presented new Police Officer Vierheller with his badge and gave certificates of appreciation and commendation to Corporal Stone, Sgt Flynn and Town Clerk McAuley and a representative from WSSC.

VI. APPROVAL OF MINUTES: Council Member James moved to approve the May Council Meeting minutes as presented. Council Member Watson seconded the motion and it passed unanimously.

VII. ANNOUNCEMENT OF CLOSED SESSION: Mayor McGrory announced that there was a closed session to discuss contract negotiations following the June Worksession where the Council acted unanimously to approve a lease.

VIII. PUBLIC SPEAKERS PROCEDURES: Mayor McGrory explained new procedures for persons wishing to address the Council at Meetings. The new procedures will be instituted at the July Council Meeting.

IX. MAYOR & COUNCIL REPORTS: Mayor and Council reported on their last months activities including meetings, events and other programs they were involved in.

X. STAFF REPORTS: Staff reported on the previous months activities in their respective Departments. Copies of complete reports are available in the Town Office.

XI. UNFINISHED BUSINESS:

Second Reading and Vote regarding Ordinance 3-2005: Adoption of FY06 Budget and setting of Real and Personal Property Tax Rates: Council Member James performed the second reading of the Ordinance. Council Member Ficklin moved to adopt Ordinance 3-2005. Council Member Watson seconded the motion and it passed unanimously.

Reading and Vote on Emergency Ordinance 4-2005: To Amend the FY05 Budget. Council Member Hoffman read the Ordinance that reflects increased revenues of $50,000 from LANDEX Corp. for the COPS Program. Council Member James moved to adopt the Ordinance. Council Member Ficklin seconded the motion and it passed unanimously. The Ordinance was passed by Emergency to make it effective in FY05.

Vote Regarding MOU with Colmar Manor for Port Towns Bus: Council Member Watson moved to direct the Mayor to sign the MOU. Council Member James seconded the motion and it passed unanimously.

Resolution to Adopt Employee Evaluation System: Council Member Ficklin moved to adopt the New Employee Evaluation System effective July 1, 2005. This System replaces the system currently in place. Council Member Watson seconded the motion and it passed unanimously.

Vote to Adopt Police Rank Job Descriptions for Patrol Lieutenant, Patrol Corpral/Patrol Sergeant, CID Sergeant/Compliance Information Officer, Patrol Sergeant/Community Services Liaison: Council Member Hoffman moved to approve the job descriptions as presented. Council Member James seconded the motion and it passed unanimously.

Vote Regarding the Mayor Signing the Lease with the owners of Mango Caf for the Former Roy Rogers Site: Council Member James moved to approve the Mayor signing the Lease. Council Member Watson seconded the motion and it passed unanimously.

XII. NEW BUSINESS:

Council Projects: Council Member Hofffman moved and Council Member Ficklin seconded the following Council Projects disbursements: Hoffman-$100 to the American Legion Post 131; Watson: $400 for Family Heritage Day; Ficklin: $150 for Parkview at Bladensburg Residents Council toward icemaker; Mayor McGrory $100 Port Towns Boys and Girls Club and $200 Port Towns Regatta. The motion passed unanimously.

XIII. PUBLIC COMMENT: There was no public comment.

XIV. ADJOURNMENT: There being no further business at 9:00 p.m., Council Member Hoffman moved to adjourn the meeting. Council Member James seconded the motion and it passed unanimously.
