TOWN OF BLADENSBURG
COUNCIL MEETING
July 10, 2006

I. CALL TO ORDER: Mayor James called the meeting to order at 7:00 p.m. with Council Members Ficklin, George, Mendoza, and Watson present.

II. OPENING PRAYER: Deacon Gill led the opening prayer.

III. PLEDGE OF ALLEGIANCE: Council Member Mendoza led the Pledge of Allegiance.

IV. ANNOUNCMENT OF CLOSED SESSION: Mayor James announced a closed session following the July 5th Worksession where a personnel action was taken.

V. ACADEMIC ACHIEVEMENT PROGRAM: Andre Nottingham introduced this University of Maryland program to assist inner beltway Prince Georges County citizens to achieve higher education goals.

VI. APPROVAL OF POLICE DEPARTMENT DEPUTY CHIEF, RANK CAPTAIN JOB DESCRIPTION: Council Member Mendoza moved to approve the job description as presented; Council Member George seconded the motion and it passed unanimously.

VII. POLICE DEPARTMENT PROMOTION CEREMONY: Chief Moss and Council Mendoza gave heartfelt remarks on Lt. Owens achievements while promoting the Lt.. to the rank of Captain.

VIII. APPROVAL OF MINUTES: Council Member George moved to approve the June Council Meeting minutes as presented. Council Member Watson seconded the motion and it passed unanimously.

IX. SPOT AWARDS: Town Administrator Sarumi explained this employee recognition award. Awardees are Jennifer Dodson for her Town beautification efforts, Diane Griffin has the Towns Goodwill Ambassador, and Sgt Flynn for his efforts to improve the Towns relationship with IWIF.

X. MAYOR & COUNCIL REPORTS: The Mayor and Council reported on the past months activities and events attended. Reports included: Council Member George proposed a Bladensburg Clean-up Day. Council Member Watson talked about her involvement with the MML convention. Council Member Ficklin announced a concert put on in partnership with a number of community organizations. Council Member Mendoza thanked the senior housing developments for their 4th of July celebrations. The Mayor is meeting with PEPCO on street lighting concerns in the Town.

XI. STAFF REPORTS: Staff gave updates on the previous months activities by departments. Complete reports are available at the Town Office.

XII. UNFINISHED BUSINESS:

Motion to Approve the Town being the lead recipient for the Energy Institute for Healing Hearts Livable Community Grant award: Council Member George moved to approve the motion; Council Member Watson seconded the motion and it passed unanimously.

XIII. NEW BUSINESS:

Resolution in Support of Community Legacy Application: Council Member Mendoza moved to approve the Resolution as presented. Council Member Watson seconded the motion and it passed unanimously.

August Recess: Council Member George moved to recess from Council Meetings in August. Council Member Mendoza seconded the motion and it passed unanimously.

XIV. PUBLIC COMMENTS: The Mayor entertained comments from the audience.

XV. ADJOURNMENT: There being no further public business, Council Member George moved to adjourn the meeting at 8:30 p.m. Council Member Mendoza seconded the motion and it passed unanimously.
